English Local Authorities Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a recent survey of municipal councils, UK councils are preparing to sell social clubs, sports centres, and retail spaces as they bet on a rapid disposal of assets to balance the books.

Growing Financial Pressures Prompt Asset Sales

The Key Cities Group representing major urban areas in the UK stated that six out of ten of councils are intending to dispose of properties to cover the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for selling public land and land to shore up their budgets, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

This coalition said that a significant number of councils seeking to generate funds from a fire sale of holdings represented “a clear change from 2024, when the majority (six in ten) of local leaders stated they would prioritise restructuring services and using savings to manage growing financial challenges.”

Specific Examples of Planned Sales

Medway Council in Kent announced its property management strategy included the sale of a retail complex in a local town and a community venue in another town to raise £20m over five years.

  • Gillingham golf club and business parks owned in two English counties, which all generate rent for Medway council, will additionally be disposed of under the plan.

Council Tax Rises and Wider Fiscal Pressures

The survey of councils in the key cities group, which covers several urban centers, further found that more than 70% of authorities will need to raise council taxes next spring to address the growing cost of essential services, increased rates of housing insecurity, and a longstanding housing shortage.

The authority said it will proceed with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures take time to deliver both better provisions and cost efficiency,” said a council leader.

He continued: “We face population challenges which will continue to increase the pressures we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

Countrywide Trends and Forecasts

Research of regional authorities this week also found local finances being strained by the growing number of children and adults requiring special educational assistance.

The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Ministers have put off planned reforms to the Send system until next year after a white paper outlining those reforms was recently delayed.

Deprivation and Funding Gaps

Based on the most recent indices of deprivation (IMD) covering UK local authorities, several participating urban areas were included in the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the 2025 deprivation indices,” noted the report.

“Although only one key city is in the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the worst-off 20% of England. The figures highlights the scale of challenges facing local leaders across major urban centers in the coming year,” the analysis concluded.

“Council officials have been clear about the necessity for a equitable and lasting funding system that accounts for and addresses the actual extent of disadvantage and demand,” stated a council leader.

“Without this, local authorities will continue to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the detriment of their residents.”

One in five of local authorities have cut or compromised care services in the last year, the survey found.
